Comments | Southeastern Saskatchewan, April-June 1999. Heavy rainfall and flooding over the spring proved to be very costly for Saskatchewan farmers. Due to all the excess water, farmers were only able to seed a portion of the acres they had planned to, resulting in substantial economic losses.
